Οι κτηριακές εγκαταστάσεις της ΣΜΥΡΔΕΞ, λόγω ραγδαίας αύξησης της δυναμικότητας της βιομηχανίας, απατούσαν την εκπόνηση μελετών και επιμέρους αδειοδοτήσεων των εγκαταστάσεων ώστε να εγκριθούν οι υπάρχουσες παρεκκλίσεις από τις ισχύουσες πολεοδομικές διατάξεις.

Σε γήπεδο 38.100 τ.μ. μελετήθηκαν 17.500 τ.μ. καλυπτόμενης επιφάνειας, εκ νέου, με στόχο τη χορήγηση μιας ενιαίας και συνολικής άδειας λειτουργίας. Για τις ανάγκες του έργου εκπονήθηκε αιτιολογική έκθεση αξιοποίησης ακινήτου για αναπτυξιακούς λόγους μέσω εκποίησης.

Acquisition municipal area

Με τον νέο νόμο εκποίησης δημοτικών εκτάσεων, αδιαίρετων, δηλαδή χωρίς τη δυνατότητα κατάτμησης, η εταιρεία αιτήθηκε την εξαγορά συγκεκριμένης έκτασης, όμορης, έστω και αν δεν υπήρχε προγραμματισμός κατασκευών σε αυτήν. Συγκεκριμένα η έκταση αυτή είχε υψομετρική διαφορά με την υφιστάμενη των εγκαταστάσεων, ενώ επιπλέον διέρχονται από αυτή γραμμές καλωδίων υψηλής τάσης ΔΕΔΔΗΕ.

Αυτό έδωσε μεγάλο πλεονέκτημα κατά τη φάση της εξαγοράς, διότι ο μόνος λόγος ενδιαφέροντος ήταν η προσάρτηση και η εκμετάλλευση αυτής της έκτασης ως προς την αύξηση του συντελεστή κάλυψης της υφιστάμενης εγκατάστασης. Αυτός είναι ο λόγος που προτάθηκε από την ΙΩΝΙΚΗ Engineering η εξαγορά μέσω της συμμετοχής στο διαγωνισμό που αναρτήθηκε από το Δήμο Ξάνθη. Λόγω των ιδιαιτεροτήτων που προαναφέραμε, δεν υπήρξε διεκδίκηση της έκτασης από τρίτο φορέα.

Αυτή η στρατηγική εναρμόνισε τα μέτρα πυρασφάλειας, που λήφθηκαν, με την ισχύουσα νομοθεσία, καθώς περιόρισε τον όγκο σε μικρότερα τμήματα, επιτρέποντας έτσι από την εκπόνηση μελετών να δημιουργηθούν οι νόμιμες προϋποθέσεις για ελάχιστες εκ των υστέρων παρεμβάσεις, στα υφιστάμενα κτήρια.

For the preparation of electrical studies, πραγματοποιήθηκε αυτοψία στο χώρο των βιομηχανικών μονάδων, για να γίνει εφικτή η αποτύπωση των ηλεκτρολογικών εγκαταστάσεων. Στη συνέχεια εκπονήθηκαν οι κατόψεις της ηλεκτρολογικής εγκατάστασης και τα μονογραμμικά πινάκων. Επίσης, σχεδιάστηκε εκ νέου ο υποσταθμός του εργοστασίου και τα μονογραμμικά διανομής πινάκων.

Challenges of licensing

Για την ομαλή και σύντομη διεκπεραίωση της νομιμοποίησης κατά παρέκκλισή της βιομηχανικής μονάδας, επιλέχθηκε η χορήγηση τέτοιου τύπου αδειών, που θα διασφάλιζε τη σύννομη και απρόσκοπτη λειτουργία της επιχείρησης. Μέσα στο χρονικό διάστημα της ανασυγκρότησης η μονάδα έπρεπε να ρυθμίσει οποιαδήποτε αυθαιρεσία υπήρχε, να επανασχεδιάσει τις εγκαταστάσεις διαφόρων ειδικοτήτων μηχανικού και να παραλάβει όλες εκείνες τις περιβαλλοντικές και άλλες εγκρίσεις υπηρεσιών ώστε να εκδοθεί η τελική πολεοδομική άδεια.Καθ’ όλη τη διάρκεια αυτών των εργασιών, δεν διαταράχθηκε ούτε μια στιγμή η εύρυθμη λειτουργία τος μονάδας. Οι αδειοδοτήσεις κύλισαν όπως προβλεπόταν και η εταιρεία έφτασε στο σημείο υλοποίησης όλων των σχεδιασμένων και προϋπολογισμένων εργασιών ανάπτυξης και εκσυγχρονισμού.

Συγκεκριμένα η μονάδα, εντάχθηκε παράλληλα στα πλαίσια του αναπτυξιακού νόμου για εκσυγχρονισμό μηχανημάτων, μέσω της εταιρεία ΙΩΝΙΚΗ Finance του ομίλου.Με ενέργειες της ΙΩΝΙΚΗ Finance, για να καλυφθούν οι ολοένα και μεγαλύτερες ανάγκες της επιχείρησης, υποβλήθηκε πρόταση επενδυτικού σχέδιο για ένταξη στις διατάξεις του Αναπτυξιακού Νόμου 4399/2016 στο καθεστώς ενίσχυσης «Γενική Επιχειρηματικότητα». Το επενδυτικό σχέδιο, ύψους 940.000,00€, το οποίο συντάχθηκε από τα στελέχη της ΙΩΝΙΚΗ Finance περιελάβανε νέο μηχανολογικό εξοπλισμό για την επέκταση της γραμμής παραγωγής, νέο σύστημα αποθήκευσης των έτοιμων προϊόντων καθώς και τα απαραίτητα μηχανήματα μεταφοράς των προϊόντων αυτών. Για την ολοκλήρωση της διαδικασίας πραγματοποιήθηκε η σύνταξη μελέτης βιωσιμότητας της επένδυσης καθώς και η απαραίτητη οικονομοτεχνική μελέτη.
