Objective
The primary goal of the action "Research - Innovate 2021-2027" is to connect research and innovation with entrepreneurship and to enhance the competitiveness, productivity, and extroversion of businesses towards international markets, aiming for a transition to qualitative innovative entrepreneurship and an increase in domestic added value.
This action targets businesses, with an emphasis on small and medium-sized enterprises (SMEs), as well as research organizations. The proposals that will be supported concern research and innovation projects.
- Specifically, the objectives of the program are as follows:
- Providing incentives for private investments in research, technological development, and innovation, with an emphasis on SMEs.
- Economic development based on knowledge and sustainable specialization.
- Integration of new knowledge and innovation into existing as well as new products, services, production systems, and value chains.
- Increasing the competitiveness of Greek businesses and strengthening the export profile in the context of international competition.
- Employing highly qualified and specialized scientific personnel (Brain Gain).
- Connecting academia with the productive sector.
The action will include four (4) interventions:

- Partnerships between Businesses and Research Organizations

The total budget for the action "Research - Innovate 2021-2027" amounts to €300,000,000.
Eligible Beneficiaries
Eligible beneficiaries of the action are:
a) Businesses and "Other entities treated as businesses" and
b) Research organizations and "Other entities treated as research organizations."
To participate in the action, businesses must be legally established and operate in Greece or in another Member State of the European Union, either as legal entities (e.g., S.A., Ltd, O.E., E.E., IKE, KoinSEp) or as individual enterprises. Problematic businesses and businesses with pending recovery decisions from the EU are excluded.
Specifically, for each of the four interventions:
- Research and Development by Businesses
This intervention is aimed at existing businesses regardless of their date of establishment. Eligible beneficiaries can be either a small and medium-sized enterprise (SME) or groups of businesses in which at least one must be an SME.
- Partnerships between Businesses and Research Organizations
This intervention concerns partnerships of existing businesses, regardless of size and date of establishment, with research organizations, primarily benefiting the businesses.
In partnerships of two, three, or four entities, at least one must be an SME. In partnerships involving more than four entities, two must be businesses and at least one must be an SME.
III. Utilization of Research Results
Potential beneficiaries in this intervention are existing individual small and medium-sized enterprises (SMEs).
- Seal of Excellence for Businesses
Potential beneficiaries are small and medium-sized Greek businesses that have received the Seal of Excellence for research and development projects.

The research projects that will be included in the program will focus on the areas of National Strategy for Smart Specialization, which are:
- Materials, Constructions & Industry
- Tourism, Culture & Creative Industries
- Agri-food Chain
- Environment & Circular Economy
- Life Sciences, Health, Pharmaceuticals
- Transport & Logistics Chain
- Sustainable Energy
- Digital Technologies
Budget for Research Projects and Eligible Expenses
The maximum budget for research projects is determined by the intervention in which they are included, ranging from €800,000 in Intervention I to €2,000,000 in Intervention III.
For all interventions, eligible expenses must be categorized under eligible activities described in the General Block Exemption Regulation (Regulation (EU) No. 651/2014, as amended and in force). Proposed projects will be eligible if they relate to industrial research, experimental development, and feasibility studies.
Evaluation of Research Projects
The evaluation of research projects will be based on specialized criteria for each intervention, which will be detailed in the action's detailed invitation, primarily concerning:
- Scientific and technical quality (Excellence)
- Results and Impacts (Impact)
- Quality and efficiency of implementation (Quality and efficiency of the Implementation)
The detailed invitation for the action, which is expected to be announced by the end of the year, will specify the terms and conditions for funding, as well as the start and end dates for proposal submissions.
