Strengthening the Establishment and Operation of New Small and Medium-sized Tourism Enterprises

Started applications in the action "Reinforcement of the Establishment and Operation of New Small and medium-sized Tourism Enterprises" in 18/12/2023 with the publication of the invitation has been sent. The action relates to the strengthening of tourism entrepreneurship through the creation of new micro, small and medium-sized businesses selected activity codes (SMR) of tourism, encouraging the creation of new businesses, which, in addition to their contribution to the increase of the capacity of the Greek tourism industry, we offer quality and reliable services and will contribute to the enrichment of the tourist product, as well as increase employment.

The total public expenditure of the action amounts to 160.000.000€ and shall be distributed in 35.200.000€ regions in transition (Attica and Southern Aegean) and 124.800.000€ in the less developed regions (North Aegean sea, East Macedonia – Thrace, Central Macedonia, Epirus, Thessaly, Western Greece, Crete, region of Western Macedonia Ionian Islands, continental Greece, the Peloponnese).

Purpose

The purpose of this action is to strengthen the establishment of new Smes in the tourism sector in selected SMRS and will be implemented with the resources of the programme "Competitiveness" of the NSRF 2021-2027.

Beneficiaries

In the framework of the programme beneficiaries may be subject to establishment and start-ups, micro, Small, and Medium-sized Enterprises, which will become active or are active in the field of Tourism.

Under foundation: Businesses will be set up from the date of issuance of the notice of action up to the first disbursement of the grant and will operate exclusively on eligible/s SMR, throughout the duration of the implementation of the investment project and until the repayment of the investment,

Start-upsTerm start-up is defined as an enterprise which has not expired 12 months of continuous operation (from the date of commencement of business in ΑΑΔΕ up to the date of the notice of action). Please note that you will need to operate exclusively to eligible SMR of the action in the submission of an application for funding throughout the duration of the implementation of the investment project and until the repayment of the investment.

Conditions of eligibility and participation action

The basic requirements for inclusion in the program for a business are the following:

BASIC REQUIREMENTS

1.	Installation or πρόθεσει establishment in the Greek territory.
2.	The Sme status
3.	Activity of the company on at least one of the eligible SMR of the proposed project prior to the first disbursement of the grant.
4.	Submission of a single application for funding per TIN in this action
5.	A minimum grade of 70 in the self-assessment of the investment project on the basis of the criteria set out in the notice.
6.	For the implementation of the activities of this action, statement site/sites exclusively in one Region of the Country and in areas where there is the same intensity.
7.	Not allowed the participation of Natural/ Legal Person as a partner if it already has the business activity in operation in the SMR (2ψηφια analysis) of the investment in the same or in another region, at the date of the notice of action
8.	For the implementation of the activities of this action, statement site/sites exclusively in one Region of the Country and in areas where there is the same intensity.
9.	Approved building permit is in force, or the request version, or pre-approval of a building permit or certificate conditions of a building or as a minimum, filed an application for pre-approval of the building permit or certificate layout terms, in the event that required a building permit, as of the date of submission of the application for funding. In the case that the investment project planned expenditure for buildings and other facilities, which do not require the issuance of a building permit, you will need to submit a Declaration of the Legal Representative, which will ensure that you are not required to issue a building permit with the relevant analytical justification.
10.	Presentation of a Certificate of land Use for the above place of realisation of the investment.
11.	Presentation of data-use rights (ownership, usufruct, use/lease in force) that hold on the property for a period of at least 6 years old. The period of five years calculated from the date of notice of the action. Especially for construction of a building, the lease must be at least 12 years from the date of notice of the action.
12.	Evidence of assurance of Private Participation in the proposed project at a rate of at least 60% of this.
13.	To operate or intend to operate exclusively with one of the following forms of business corporate/commercial [public Limited Company, Single-member Limited liability Company (M.A.(E) A Limited Liability Company, Single-Member Limited Liability Company (M.E.E.(E.),General Partnership Company. Limited Partnership Company, I.K.E, Single-Member Private Limited Liability Company (M.I.K.(E.), Individual, Business, Urban for-Profit Company, Social Enterprise, Firm, Urban Cooperative with Limited Liability, Civil Partnership have Unlimited Liability, Urban co-operative-for-Profit, Contracting Company, Social Cooperative with Limited Liability (AND.P.E.E.)] and to keep απλογραφικά or διπλογραφικά books.

Eligible costs

The eligible costs are divided into two categories, spending on equipment and costs for the provision of services.

The eligible costs shall be the extra investment costs necessary to achieve the highest level of energy efficiency. The costs not directly linked to the achievement of a higher level of energy efficiency are not eligible. The total expenditure should not be related to improved energy efficiency in buildings.

As the date of eligibility shall be the date of submission of the online application in addition to the costs of the provision of services which are eligible from the date of publication of the invitation.

Budget, duration and subsidy rates

The grantee budget of each project ranges from 80.000€ up to 400.000€. In the case of the presented investment project will have a budget of less than 80.000€then this will be deemed ineligible at the outset and will not be submitted.The deadline for completion of the investment is 24 months from the date of issue of the Authorisation Decision.The rate of aid applications for funding is the same for all of the eligible costs of investment projects and amounts in the 45% of the supported budget.The percentage of the grant may be increased by: (a) 10% if the investment takes place in a remote or fire-stricken or πλημμυροπαθή area or small islands (in accordance with the notice) and / or (b) in addition to 5% with the statement in the submission of the application for funding target of employment of at least 0,2 SRMthe first year after the completion of the investment.
