Aid in the Establishment and Operation of New Small and medium-sized Businesses

Η πολυαναμενόμενη δράση για την ενίσχυση ίδρυσης νέων μικρομεσαίων ξεκίνησε με τη δημοσίευση της προκήρυξης στις 18/12/2023. Η δράση αφορά στην ενίσχυση των επενδυτικών σχεδίων υπό ίδρυση και νεοσύστατων επιχειρήσεων ΜμΕ (πλην των ΚΑΔ του λιανικού εμπορίου, της εστίασης και του τουρισμού), οι οποίες θα επενδύσουν ίδιους πόρους στην δραστηριότητα που προτίθενται να ασκήσουν και θα δημιουργήσουν νέες θέσεις απασχόλησης.

The total public expenditure of the action amounts to 190.000.000€ and shall be distributed in 41.800.000€ regions in transition (Attica and Southern Aegean) and 148.200.000€ στις λιγότερο ανεπτυγμένες περιφέρειες (Βόρειο Αιγαίο, Ανατολική Μακεδονία – Θράκη, Κεντρική Μακεδονία, Ήπειρος, Θεσσαλία, Δυτική Ελλάδα, Κρήτη, Δυτική Μακεδονία, Ιόνια Νησιά, Στερεά Ελλάδα, Πελοπόννησος)

Purpose

Σκοπός της δράσης είναι η ενίσχυση της επιχειρηματικότητας, μέσω της δημιουργίας νέων πολύ μικρών, μικρών και μεσαίων επιχειρήσεων, σε επιλεγμένους ΚΑΔ όλων των κλάδων της οικονομίας, πλην της εστίασης, του λιανικού εμπορίου και του τουρισμού, και θα υλοποιηθεί με πόρους του προγράμματος «Ανταγωνιστικότητα» του ΕΣΠΑ 2021-2027.

Beneficiaries

Στο πλαίσιο του προγράμματος δικαιούχοι δύναται να είναι υπό ίδρυση και νεοσύστατες Πολύ Μικρές, Μικρές, και Μεσαίες Επιχειρήσεις, οι οποίες θα δραστηριοποιηθούν ή δραστηριοποιούνται στους επιλέξιμους ΚΑΔ της προκήρυξης.

Under foundation: Businesses will be set up from the date of issuance of the notice of action up to the first disbursement of the grant and will operate exclusively on eligible/s SMR, throughout the duration of the implementation of the investment project and until the repayment of the investment,

Start-ups: Με τον όρο νεοσύστατες ορίζονται οι επιχειρήσεις για τις οποίες δεν έχει παρέλθει 12μηνο συνεχούς λειτουργίας (δεν έχει παρέλθει 12μηνο από την ημερομηνία έναρξης της επιχείρησης στην ΑΑΔΕ έως και την ημερομηνία προκήρυξης της δράσης). Σημειώνεται ότι θα πρέπει να δραστηριοποιούνται αποκλειστικά σε επιλέξιμους ΚΑΔ της δράσης κατά την υποβολή της αίτησης χρηματοδότησης, καθ’ όλη τη διάρκεια υλοποίησης του επενδυτικού σχεδίου και μέχρι την αποπληρωμή της επένδυσης.

The basic requirements for inclusion in the program for a business are the following:

BASIC REQUIREMENTS

1	Επιχειρήσεις εγκατεστημένες ή που προτίθενται να εγκατασταθούν στην Ελληνική επικράτεια.
2.	The Sme status
3.	Να διαθέτει η επιχείρηση (πριν την πρώτη εκταμίευση της επιχορήγησης) έναν τουλάχιστον από τους επιλέξιμους ΚΑΔ του προτεινόμενου επενδυτικού σχεδίου.
4.	Μία και μοναδική αίτηση χρηματοδότησης ανά ΑΦΜ στην παρούσα δράση.
5.	Κατ’ ελάχιστον το βαθμό 70 κατά την αυτοαξιολόγηση του επενδυτικού σχεδίου με βάση τα κριτήρια που ορίζονται στην προκήρυξη.
6.	For the implementation of the activities of this action, statement site/sites exclusively in one Region of the Country and in areas where there is the same intensity.
7.	Εγκεκριμένη οικοδομική άδεια σε ισχύ, ή αίτηση έκδοση αυτής ή προέγκριση οικοδομικής άδειας ή βεβαίωση όρων δόμησης ή κατ’ ελάχιστον κατατεθειμένη αίτηση προέγκρισης οικοδομικής άδειας ή βεβαίωσης όρων δόμησης, στην περίπτωση που απαιτείται έκδοση οικοδομικής άδειας, κατά την ημερομηνία υποβολής της αίτησης χρηματοδότησης. Στην περίπτωση που στο επενδυτικό σχέδιο προβλέπονται δαπάνες για κτιριακές και λοιπές εγκαταστάσεις, για τις οποίες δεν απαιτείται η έκδοση οικοδομικής άδειας απαιτείται η υποβολή Υπεύθυνης Δήλωσης του Νόμιμου Εκπροσώπου, όπου θα βεβαιώνεται ότι δεν απαιτείται η έκδοση οικοδομικής άδειας με σχετική αναλυτική αιτιολόγηση.
8.	Προσκόμιση Βεβαίωση Χρήσης γης για τον ανωτέρω τόπο υλοποίησης της επένδυσης.
9.	Presentation of data-use rights (ownership, usufruct, use/lease in force) that hold on the property for a period of at least 6 years old. The period of five years calculated from the date of notice of the action. Especially for construction of a building, the lease must be at least 12 years from the date of notice of the action.
10.	Evidence of assurance of Private Participation in the proposed project at a rate of at least 60% of this.

Ετερόρρυθμη Εταιρία, Ι.Κ.Ε, Μονοπρόσωπη Ιδιωτική Κεφαλαιουχική Εταιρεία (Μ.Ι.Κ.Ε.), Ατομική Επιχείρηση, Αστική Κερδοσκοπική Εταιρεία, Κοινωνική Συνεταιριστική Επιχείρηση, Δικηγορική Εταιρία, Αστικός Συνεταιρισμός Περιορισμένης Ευθύνης, Αστικός Συνεταιρισμός Απεριόριστης Ευθύνης, Αστικός Συνεταιρισμός Κερδοσκοπικός, Συμβολαιογραφική Εταιρεία, Κοινωνικός Συνεταιρισμός Περιορισμένης Ευθύνης (ΚΟΙ.Σ.Π.Ε.)] και να τηρούν απλογραφικά ή διπλογραφικά βιβλία.

Eligible costs

Οι eligible costs διακρίνονται σε δύο κατηγορίες, δαπάνες σε εξοπλισμό και δαπάνες για παροχή υπηρεσιών.

The eligible costs shall be the extra investment costs necessary to achieve the highest level of energy efficiency. The costs not directly linked to the achievement of a higher level of energy efficiency are not eligible. The total expenditure should not be related to improved energy efficiency in buildings.

As the date of eligibility shall be the date of submission of the online application in addition to the costs of the provision of services which are eligible from the date of publication of the invitation.

Budget, duration and subsidy rates

The grantee budget of each project ranges from 30.000€ up to 400.000€. In the case of the presented investment project will have a budget of less than 30.000€, τότε αυτό θα κρίνεται μη επιλέξιμο εξ αρχής και δεν θα μπορεί να υποβληθεί.

Η προθεσμία ολοκλήρωσης των χρηματοδοτούμενων επενδύσεων είναι 24 μήνες από την ημερομηνία έκδοσης της Απόφασης Έγκρισης.

The ποσοστό ενίσχυσης των αιτήσεων χρηματοδότησης είναι ενιαίο για όλες τις επιλέξιμες δαπάνες των επενδυτικών σχεδίων και ανέρχεται στο 45% του επιχορηγούμενου προϋπολογισμού. Το ποσοστό της επιχορήγησης δύναται να αυξηθεί κατά:α) 10% if the investment takes place in a remote or fire-stricken or πλημμυροπαθή area or small islands (in accordance with the notice) and / or (b) in addition to 5% with the statement in the submission of the application for funding target of employment of at least 1 ΕΜΕthe first year after the completion of the investment.

Οι αιτήσεις ένταξης στο πρόγραμμα έχουν ξεκινήσει από τις 18/12/2023 με τη δημοσίευση της προκήρυξης με τη διαδικασία να ολοκληρώνεται στις 29/02/2024.
